The federal republic is developing a new points-based immigration system that would permit immigrants to come to Germany even without a clear employment offer, in addition to making it simpler to obtain German citizenship. Here is what we currently know.

 

Hubertus Heil, the federal labor minister, released the initial components of his new points-based immigration system this week. He plans to offer it to the cabinet in the fall. In an interview with Bild am Sonntag, the minister stated, “We need more immigration.” In the fall, the traffic light coalition will submit a contemporary immigration law. As part of the new system, the government will roll out the “opportunity card” (Chancenkarte), a counterpart of America’s “green card” that uses a points system to direct immigration toward industries that have the greatest demand for labor.

 

How does the Chancenkarte system function?

According to how it would operate, the Chancekarte card would be as follows: “Every year, based on our needs, we set a quota for how many people can come to Germany with the Chancenkarte to hunt for a job or training here for a specific amount of time. They must be able to support themselves during this time.

 

Candidates for the program must meet at least three of the following four requirements:

  • A degree or vocational training recognized by Germany
  • Three years’ professional experience
  • They can provide evidence of their German language ability or prior residence in Germany.
  • Under 35 years old

 

Why is it important for Germany to recruit qualified workers?
In Germany, the labor shortage has reached an all-time high this year. The Institute for Employment Research (IAB) discovered 1.74 million open posts nationwide earlier this year.

Nearly half of the businesses questioned by the Munich-based research institute IFO in July were slowed down by a lack of workers.

 

Which German industries are most impacted by the labor shortage?
According to an IFO poll, the service sector has been hardest damaged, particularly the lodging and events sectors.

Following this are warehousing and storage, service providers, and manufacturing, particularly in the industries that manufacture food, data processing equipment, machinery, and metal. There are also widespread reports of staff shortages from wholesalers, construction firms, and retail sectors.

The lowest skilled worker shortage is reported in the chemical and pharmaceutical industries. Additionally, the automotive and mechanical engineering sectors are doing better than other industries.
